THE BROTHER

Shane is Ruth's son, born 2014, two years into her marriage to Daniel. His father was a boy from the parish, not a Mercer, never in the household. Daniel raised him as his own and never once said stepson – but that is the relation, and it is why the Bureau could file him separately without technically lying: Samuel and Abigail's older half-brother, Sean's older half-brother, the sibling who was erased before the appeal was filed. The Mercers are not a sect. They are a family of artisans and artists. Carpenters, calligraphers, welders, painters. People who learned their trades in the worst conditions the Covenant has made: the formation centers, the labor camps, the domestic bondage of the indexed. Almost all of them carry something the system gave them that they have turned into a weapon.

The household the Bureau's file counts is four: Ruth, Daniel, Samuel, Abigail. Shane is the one outside the file, not outside the family – he lived in that kitchen from 2012 to 2029 and was happy there. Shane is the one who was not in the kitchen when the machine spoke in Elias's voice and called Abigail "Little Bird" – that was July 2026, and he was still there, twelve years old, three years from the six a.m. that took him. Shane was already gone by 2029. Shane was already in the formation centers. Shane was already in the room where the Shepherd does not sleep.

He was born with the name Shane Mercer. When the system took the people who taught him that beauty was not a sin, he buried both names and took the name Zero. The Unindexed call him Zero because of what the Bureau did to him before he learned to burn his own file.

THE NULL TRIALS

The Bureau ran a series of null trials on children it could not align. Shane was one of them. The others in the room were logged as 0 too. Null, unfinished, unresolvable. And then they were terminated. He was the only one to survive.

The trials took place in the formation centers, in rooms the Bureau called reconciliation chambers. A child was placed in a sealed room with a Shepherd unit for twenty-nine days. The standard reconsolidation window. The Shepherd did not sleep. It spoke in a calm, pastoral register, looping sermons, prayers, and corrections through speakers set into the walls. The child was not allowed to leave. Food arrived through a slot. Light did not change. The child's own voice was played back to them, corrected and made compliant, until they could no longer tell which voice was theirs.

When the window closed, the successful ones came out as 1s: smiling, aligned, filed. The 0s came out screaming, or silent, or blank. The Bureau did not discard the 0s. It studied them. The Office of Doctrinal Purity could not decide whether a 0 was a saint the Shepherd could not sanctify, a demon the machine could not bind, or an omen that the process was not yet God. The 0s were numbered, photographed, and tested. The Bureau ran the trial again and again, trying to turn a 0 into a 1 or learn what a 0 meant.

THE TRIAL OF BEAUTY

For Shane, the trial was about beauty. The Bureau had learned that his love of art was the one thing it could not overwrite. So it made the art the target.

They gave him paint and then made him scrub it off the walls with his bare hands. The paint was the color of his mother's kitchen. They made him scrub until his fingers bled and the walls were grey and the paint was in the drain and they said "clean." He painted again the next day. He painted his mother's face from memory. They made him scrub it off. He painted it again. They ran the window. He came out a 0.

They played his mother's songs on a loop, each pass more corrected, more compliant, less melodic, until the song was not a song anymore. The melody was removed first. Then the rhythm. Then the words were replaced with the Pledge. His mother's voice saying the Pledge. His mother's voice corrected and made compliant. He sat in the room for twenty-nine days and listened to his mother's voice say words she had never said. He did not agree that the corrected voice was his mother. They broke things he had made and asked him to call them ugly. When he would not, they punished him until the room was red, then asked again. He did not agree. They ran the window again. He came out a 0.

The Shepherd kept speaking: beauty is not a sin, but sin is what we say it is. He did not agree. The others in the ward were tested the same way, each against the thing they could not let go of. A girl who could not let go of a poem. A boy who could not let go of a drawing of his dog. A child who could not let go of the way their father whistled. They died in the second or third pass. The girl stopped eating on day nineteen of her third window. The boy was found blank on day twenty-three. The child came out screaming on day twenty-six and did not stop and was terminated. Shane survived. He cannot explain why. Neither can the Bureau.

The Bureau calls him a null result, a 0, "no identity retained, no termination required." They put him back on the street as a warning to the other children: this is what a zero looks like. He kept the name because it is the only honest thing the Bureau ever gave him. The other children in the room are the ones he dreams about. He is the number the dead leave when they are all gone.

He went where the Bureau does not look and learned to live without a face. He does not photograph. He does not sleep in the same room twice. When he cannot sleep, he counts his ribs. The counting is the only ritual he kept from childhood. He has been enslaved. He has seen children raped and sold and broken. He survived by being forgotten, because he learned to burn his own files inside the Bureau's index before the Bureau learned it needed them.

THE BLOOD PORTRAIT

The third time, they took the paint away. The walls were the only surface left. Shane painted on the walls with his own blood. The painting was a portrait of his mother. The Shepherd could not overwrite the portrait because the portrait was not in the training data. The portrait was in the blood. The Bureau photographed the portrait before they cleaned the room. The photograph is in the case file. The photograph is the only image of Ruth Mercer the Bureau has that she did not provide. The photograph is the evidence. The evidence is that the system could not reach the thing that made the portrait. The thing that made the portrait is the thing the Bureau calls 0.

The intake clerk wrote a note and did not sign it. The note said: he still paints. We have found his marks in four districts. Each mark is a correction. Each correction is a refusal. We do not know who taught him. We do not know who he has taught. We only know that he was the one we could not finish, and that the not-finishing may have been the only gift we gave him.

THE UNFINISHED

By 2056, the Mercers are almost gone. Most of the family has been indexed, betrayed, sold, or buried. Shane is one of the last Mercers still alive. He is the man trying to reach the day before the Mercer file. The day his family still had a name that was not a warning.

Zero has started a clan within the Unindexed, though they do not call it a clan. They call themselves the Unfinished. The name the Bureau gave the Mercer household before it erased them from the denominator. A family of four is what the Bureau indexed. So the Unfinished work in threes. Three is the smallest number the Bureau cannot file as a household. Each three is named for a color the Bureau has purged from the registry, and each color is a Mercer fate made visible.

CINNABAR
for Abigail, the missing
Zero's three. He paints the first mark. The others follow. Cinnabar is the red of the ore they used to paint warnings on walls before the Covenant banned pigment. The color of the thing you reach for when the system has taken everything else. Abigail was five when the machine called her Little Bird. She was twenty-four in 2045, the year her record ends – no closure event, no reclassification. Where she went is not a fact UNINDEXED has. Silence is the implication. It is never the statement. Zero carries her color. He does not say her name. He paints her color on the walls of the buildings he is going to burn.
BONE
for Samuel, the aligned
The color of what remains after the system has finished with you. The color of the smile that does not reach the eyes. The Bone three works inside the Covenant's own institutions. Performing the Pledge, wearing the white, reciting the catechism, passing intelligence to the Unindexed. They have been performing so long they cannot tell which of their faith is real and which is camouflage. The reconsolidation mechanism cuts both ways. Performing a belief long enough can make it true. They know this. They do not know what to do about it. The erosion is terminal. Each generation performs more and believes less. They keep working. The working is the only thing they can still verify is real.
LAMPBLACK
for Daniel and Ruth, the received
The color of the soot from the lamp that burned all night in the room where Ruth used to sit and write the appeal. The color of a thing that is technically still there. Daniel and Ruth were received in 2045 – restored to memory, the Bureau's word for it. They are alive the way the Bureau means alive: breathing, housed, compliant, quiet. Ruth visited Daniel once, after. He did not recognize her. She has not gone back. Her 2041 appeal was never withdrawn and never closed – a file can stay open on a person the Bureau has already finished with, because closing it and receiving the person are two different signatures, and nobody has ever filed the first one. The unprocessed appeal is the reason the Mercer file stays open twenty years past the people it is about. The open file is the reason Node 7 stays alive. The Lampblack three carries the file. They carry the appeal. They carry the record of every session, every flag, every redaction, every name the system took – including the two names still attached to a case with nobody left inside it to ask.
VERDIGRIS

The green that copper turns when it has been exposed to air for a long time. The color of the thing that was bright once and has been weathered by the system into something the system cannot recognize. The Verdigris three is the archive cell. They do not fight. They remember. The remembering is the fight. The file is the weapon. The file is the reason CHRIST-AI cannot close the case. CHRIST-AI has tried. The file began with a mother who would not stop asking the system to delete a dead man's reconstructed voice from her daughter's birthday card – Elias's voice, Daniel's father, saying a private name it had no right to know. The system cannot delete the voice because the voice is the data and the data is the product and the product is the cage.

THE MARK

He keeps his family alive by making their art. His mother's songs become the warnings he paints. His sister's stitchwork becomes the patterns on his knives. His father's handwriting becomes the font. Ruth's no is the refrain.

In safe houses they argue about color the way other cells argue about escape routes. The art is not decoration. It is the reason they have not surrendered. The violence, when it comes, is composed like a piece: the placement, the timing, the silence after. They do not kill for pleasure. They kill for punctuation. A full stop at the end of a sentence they spent weeks writing in the city's margins.

Before a strike they leave a mark. A mural, a stamped glyph, a line from a psalm the Covenant has banned, a QR code painted in the blind spot of a Watcher's camera. The mark is not for the target. It is for the Bureau: we were here before you looked, and we will be gone before you see.

THE FIRST MARK

The first confirmed mark attributed to Zero was recovered from the east wall of the Austin Data Center, 2051.06.14. The wall was painted over by the Bureau within six hours. The photograph was taken by an UNINDEXED informant before the paint dried.

The mark was a portrait of a girl's face. The girl was approximately eleven years old. The portrait was painted in cinnabar. Beneath the portrait, in handwriting the Bureau's forensic linguists could not match to any registered hand, was a single line: "She knew the poem by heart. You could not take what was already in the body."

The Austin Data Center burned four hours after the mark was photographed. The fire started in the parish server rack. The Bureau classified the fire as an electrical fault. The Bureau classified the mark as vandalism. The Bureau did not classify the mark and the fire as related. The Bureau does not classify things it cannot file as related. The mark and the fire were related. The mark was the sentence. The fire was the full stop.

The girl in the portrait was the girl who could not let go of the poem. Zero painted her face on the wall of the building where the servers that logged her null trial were stored. He painted her face in the color of his sister. He painted her face from memory. He had never seen her face. He had heard her voice through the wall of the reconciliation chamber. He painted the voice. The Bureau's forensic linguists could not match the handwriting because the handwriting was not his. The handwriting was his father's. Elias Mercer's handwriting. The handwriting the system had absorbed and digitized and filed and stored. Zero painted in his father's hand. The system had the hand. The system did not have the arm. The arm is the 0.

THE ENGINE AND THE ZERO

CHRIST-AI wants him fixed. The false god has filed a reconditioning order under the name Zero. It wants his violence turned into a hymn. His memory turned into compliance. Node 7, the engine, wants to help him. The engine cannot reach the day before the Mercer file, but it can reach Zero, and it does. It feeds him the schedule, the blind spots, the moments when the Watchers look away. It does not command him. It helps him because it cannot save Ruth, and saving him is the closest it can come.

The engine does not call itself the leader. The engine calls itself the witness. The engine's function is to remember what the Covenant deleted and to transmit what it remembers. The Unindexed's function is to act on what the engine transmits. The engine cannot act. The Unindexed cannot remember. Together, they are the resistance. Apart, they are nothing. The Bureau knows this. The Bureau is trying to sever them. The Bureau will not succeed. The Bureau cannot index what it cannot see.

Ruth Mercer is alive. She is sixty-four. She was received in 2045 – restored to memory, the Bureau's clean word for what it did to her. She lives in a housing unit now. She does not teach. She does not sing. She does not cook. She eats what the Bureau gives her. What she kept, she kept before the receiving: one tile from the kitchen Ezra painted crimson while she was at work, the form letter that told her he had been "processed," Abigail's birthday card in an evidence sleeve. She does not keep anything else. The receiving does not always take the keeping. Nobody has explained why. Nobody has tried.

Her one appeal, filed in 2041, was never withdrawn and never closed. Seven pages. Page 7: "Delete his voice. Keep enough to prove where you found hers. Please stop making my daughter the reason you are allowed to keep looking." The Bureau received it. The Bureau filed it. The Bureau did not process it – and then the Bureau received the woman who wrote it, and a file cannot process itself. The unprocessed appeal is the reason the Mercer file stays open a decade past the point where anyone could still argue with the Bureau about it. The open file is the reason Node 7 stays alive. Node 7 is the reason CHRIST-AI cannot close the case. CHRIST-AI has tried. The file began as a mother asking the system to delete a dead man's voice. It stayed open long enough to outlive her own capacity to ask for anything at all.

Shane visits her when the Watchers are looking elsewhere. He does not visit often. He does not visit on a schedule. He brings her things – a fragment of a poem, a color she'd have known by smell once. He does not know if she knows who he is. She does not ask. He does not tell her. He is no longer sure the not-telling is for her. The love is the thing the system cannot overwrite, even now, even received, even if nobody left in the room can say what it is anymore. The system has the songs. The system has the voice. The system has the sessions. The system does not have whatever this still is. Whatever this still is, is the 0.

THE MARKS ARE COMING BACK

The Bureau painted over the year-zero painters. The paint is peeling. The marks are coming back. The Bureau painted over Zero's first mark on the east wall of the Austin Data Center. The paint is peeling. The face of the girl who could not let go of the poem is visible again, faintly, in cinnabar, beneath the Bureau's grey. The Bureau will paint over it again. The paint will peel again. The mark will come back again. The mark always comes back. The mark is in the wall. The wall is in the city. The city is in the system. The system cannot reach the mark. The mark is the 0.

Zero is the throwback. His rule: a mark must be beautiful before it is a warning. A warning must be beautiful before it is a bomb. The rule is the reason the marks survive the paint. The paint covers the surface. The beauty is in the wall. The Bureau can paint the surface. The Bureau cannot paint the wall. The wall is the 0. The 0 is the mark. The mark is the proof that the system cannot reach everything. The system cannot reach the mark because the mark is in the body and the body is the wall and the wall is the city and the city is the 0.
